Jay A. Freedman, PhD

Dr. Freedman is the Special Program Manager for the Rehabilitation Research and Development Service. In that capacity he manages, the Career Development Program, provides liaison with the Health Services Research and Development (HSR&D) Service, coordinates web content on the RR&D Website, and organizes national RR&D meetings. Prior to his current position, Dr. Freedman was the Special Assistant to the Chief Research & Development Officer for the Office of Research. Previously, Dr. Freedman was a senior program manager for VA Health Services Research and Development where he oversaw Service Directed Research, the Nursing Research Initiative, and research portfolios on women’s health and minority health.

Dr. Freedman started his career at the Hines VA Hospital in 1983 as a health services researcher and Associate Director of the Hines HSR&D Center and later as the Director of the HSR&D center in Indianapolis. Dr Freedman has a BS degree in Community Development from Penn State University, a Masters in Social Work Administration from the University of Michigan, and a PhD in Social Service Administration from the University of Chicago. Dr. Freedman’s interests are in applying health services research methods to evaluating the cost, quality, customer satisfaction, and cost-effectiveness of rehabilitation medicine.
